Per May 2025 Immigration White Paper, the UK government considers raising the qualifying period for Indefinite Leave to Remain (ILR) or settlement from 5 to 10 years. The proposal is still undergoing parliamentary discussion, but it’s likely to pass into law.
A major question is whether people already eligible for the 5-year route will be affected, since the White Paper gives no guarantee of protection. Another debated setup is “Earned Settlement,” which could allow some to qualify for ILR in less than 10 years through a points-based system.

Details of the Proposal
The main change is extending the ILR settlement period from 5 to 10 years for most visa categories. The following routes may likely be affected:

- The Health and Care Worker visa route may be closed to new overseas applicants in adult social care.

- Decreasing the duration of the Graduate visa.
